Selectmen’s Meeting Minutes
Thursday – March 17, 2005 – 5:45 pm
Present: Selectmen - Selectman, William Brooks; Selectman; Conrad B. Dumas
Chairman, George Rainier arrived at 6:00 pm

Selectman Brooks called the meeting to order at 5:45 pm.
Department Heads:
6:55 Road Agent, Duffy Fox – To discuss the overtime policy for the Highway Department –
Mr. Fox stated that four out of six abutting towns get double time and a half after 8 hours on a holiday. Either overtime after 8 or overtime after 40, Fox would like to know how it is. He would like it to be overtime after 8, it was discussed that the policy was changed on February 17, 2005 to read after 8 hours the DPW crew would get overtime, not after 40.
Resident, Nell Conkright asked that Selectman Rainier clarify his statement made at Town Mtg. She asked a question at Town Meeting regarding the town overtime policy, and now feels that apparently a decision had already been made. Why was she told it would be discussed at this meeting? Selectman Rainier stated that the topic is being discussed, that he was discussing it with his employees, not the public.
Discussion followed, highway crew stated they want the 8 hours on the holiday, and overtime for the entire time they actually work. Selectmen instructed Deb to pay the highway department for the 8 hours of holiday pay, for Presidents Day, at overtime rate. This should be put into their next paycheck.
6:40 – Parks & Rec., Molly Anfuso –
o Oak Park – Monday evening Ms. Anfuso noticed the old shed door open, the door had been taken off the hinges, snow was in the building. Several items are missing, she stated she has made an inventory of what is missing and has reported this to the police. Officer Roberge did a report, they know who took the door off and did not replace it. Has had the building secured again. There are more concerns about Oak Park, but this is not the time to discuss them. Anfuso discussed with the Selectmen how to handle Oak Park? Who is obligated for what? Several functions are coming up, Oak Park building has no heat, no water, she has tried to
turn the heat on and it does not work. Anfuso stated she would cancel the sugar on snow event this weekend. She stated she has tried to contact the volunteer contractor several times, to no avail. She further stated she would like to meet with the Selectmen, not necessarily at a meeting, to discuss the future of Oak Park. Selectman Dumas stated that meeting at a regular Selectman’s Meeting is an appropriate time to discuss this. Selectman Rainier stated Anfuso should be placed on the agenda for the next meeting at 5:45.
Selectmen asked the Administrative Assistant to see when the last time Oak Park was filled with propane.
o Gymnastics – Anfuso reported that gymnastics would still be leaving the Town Office building no later than, April 1, 2005. All equipment will be removed, all painting will be complete.

Meeting House Fire Alarm – Meeting scheduled with Bob Smith for Wed. March 23rd at 3:00 pm. Selectmen Brooks & Rainier will be there.
7:30 PM - Recount of Steep Slopes & Library Trustee – Library Trustee tied….84-84; Steep Slopes Ordinance 99 – no ; 94 yes – recount failed the vote. Town Clerk, Fran Kendall will ask the Attorney General what to do in the event of a tie. She will post the Steep Slopes Ordinance recount.
Septic System Operational Guidelines – Selectmen all received copies of the draft, they will review and be prepared for adoption – Administrative Assistant was instructed to keep this on the agenda for next week.
Town Meeting Items – Salary Scale; ¼ Meetings - Info. The volunteers to sit on the committee will be sought, it will be put in the Spirit.
Spirit - Selectmen discussed suggestions for the next Spirit issue.
Overtime – Selectmen reviewed and discussed a memo from Catherine regarding policies for overtime on holidays. They will change the policy to read that . . .
“With the exception of certain law enforcement, fire protection and public safety employees who are entitled to be paid one and one-half (1 ½) times their regular rate of pay for all times worked in excess of forty (40) hours per week, sick days, holidays, vacation time, leaves of absences and other time off benefits are counted as time worked for purposes of overtime”. The word not, has been removed from this sentence.
Agenda - Selectman Rainier stated he would like the agenda e-mailed by noon on Wednesday. No one is to be on the agenda after that, unless it is an emergency
Rural Development - Rural Development paperwork needs completion to get the funding started. The Administrative Assistant and the Engineer have divided the application between them; Keith Pratt will be here on Wednesday, March 23 to work on the Waste Water project, he will be here after 4:00.
With no further business, Selectman Rainier adjourned the meeting at 8:10 pm. Next scheduled Selectman’s Meeting is Thursday, March 24, 2005 @ 5:45 pm.
